Ludus Tactical International LLC is seeking an experienced Site Lead/Senior Instructor to support the USMC in developing, delivering, and improving existing training programs. The ideal candidate will have a strong USMC background in CA/IO training, instructional system design, technical instruction, and Civil Affairs/Information Operations operational TTPs. The Program Manager is responsible for strategic coordination and execution to ensure organizational goals are met by managing projects, policies, and initiatives effectively. Will act as a bridge between leadership and operational teams, ensuring tasks are completed on time, within budget, and in compliance with regulations
The scope of this effort is to provide support to Marine Corps Information Maneuver School (MCIMS), Marine Corps Intelligence Schools (MCIS),and the Marine Corps Training Command (TRNGCMD), by providing instruction in various subjects required to grant Marines the Civil Affairs Military Occupational Specialty (MOS) and/or Influence MOS, as well as to train Marines in Civil Affairs Operations (CAO), Civil-Military Operations (CMO), and information operations planning.
This training will be delivered to Marine Corps CA MOS Course, CMO Planner, and IO planner students to prepare them to support the Fleet Marine Force (FMF).

The training will also be delivered to unit staffs at all levels, from Battalions, Marine Information Groups (MIGs), Civil Affairs Group (CAG) to MAGTF, Joint and Coalition staffs in preparation for conducting CMO, Information Warfare (IW)and stability operations.
These capabilities include a wide variety of military, political-military, scientific and technical developments within the IO/IW community through liaison with established service and/or joint IO staff organizations.


Responsibilities
  • Site Management and accountability
  • Work with leadership to define long-term strategy, drive process improvements, and ensure programs align with business objectives
  • Identify, assess, and mitigate risks and proactively remove roadblocks to keep the program on track
  • Provide on-site contractual direction, ensure customer satisfaction while following all corporate policies
  • Effectively communicate with program manager regarding personnel status, financial details, and requirements
  • Effective oral and written communication with a wide range of audiences from Government customers to Sr. corporate leadership
  • Design, develop, and maintain comprehensive training programs, curricula, lesson plans, and instructional materials.
  • Deliver technical and operational training to military personnel, defense contractors, technical staff, and other professional audiences.
  • Conduct classroom, hands-on, field-based, simulation, and scenario-based training.
  • Use e-learning, Learning Management Systems (LMS), simulation technology, and other modern training tools.
  • Conduct training needs assessments and gap analyses to identify knowledge and performance requirements.
  • Customize training programs based on operational objectives, learner needs, and organizational requirements.
  • Develop and administer knowledge checks, skills assessments, and other methods for measuring training effectiveness.
  • Analyze learner performance, training metrics, and feedback to continuously improve training programs.
  • Maintain accurate training records, course documentation, certifications, and compliance materials.
  • Ensure training programs align with applicable Department of Defense (DoD), defense industry, regulatory, and organizational standards.
  • Collaborate with stakeholders (subject-matter experts, operations teams, technical personnel, and corporate leadership) to develop effective training solutions.
  • Mentor and support instructors and contribute to the development of instructional strategies.
  • Stay current on defense technologies, military procedures, policies, regulations, and instructional best practices.
  • Support continuous improvement initiatives focused on safety, quality, readiness, and operational performance.

  • Curriculum Development and Instruction of the Staff Operations in the Information Environment Planner Course (SOPC) (M02HE5D)
  • Curriculum Development and Instruction of the Stability Assessment Framework (SAF) Course (M02HFUM)
  • Training and Education Analysis
  • Creation and delivery of Scenarios and Vignettes
Qualifications
  • Familiarity with the direction the USMC is taking regarding the Information Maneuver (17XX) occupational field
  • Familiarity with the MarineNet e-learning ecosystem of learning management applications and Marine Corps’ Systems Approach to Training and Education (SATE)
  • Familiarity with the tenets of Force Design 2030 (FD2030)
  • In-depth understanding of the Marine Corps Planning Process (MCPP) and the Joint Planning Process (JPP)
  • 7–10+ years of experience in project or program management, training, instructional design, technical instruction, or subject-matter expertise within the defense or aerospace industry.
  • Proven experience developing and delivering technical and operational training.
  • Experience delivering training in classroom, field, laboratory, or hands-on environments.
  • Strong knowledge of USMC training systems, processes and procedures
  • Operational experience with USMC CA and/or IO operations
  • Experience developing curricula, lesson plans, training materials, and assessments.
  • Strong presentation, facilitation, communication, and interpersonal skills.
  • Ability to translate complex technical and operational information into clear, practical instruction.
  • Experience with LMS platforms, e-learning tools, simulation software, or other training technologies.
  • Strong analytical, organizational, critical-thinking, and problem-solving skills.
  • Ability to work effectively in high-stakes, fast-paced, and changing environments.
  • Secret security clearance required, (Active TS preferred)

Preferred Qualifications
  • Bachelor’s degree in Education, Instructional Design, Defense Studies, Engineering, or a related field.
  • Certifications - PMP, CAPM or other relevant credentials not required but preferred.
  • Experience supporting DoD, military, aerospace, or defense contractor training programs.
  • Knowledge of applicable USMC, DoD (Joint) and NATO standards and procedures.
  • Experience with simulation-based, scenario-based, or competency-based training.
  • Experience mentoring instructors or leading training initiatives.
  • Professional certifications in instructional design, training, adult learning, or a related discipline.
  • Civil Affairs/Influence and IO Experience highly preferred
